National GMES User-Forum

27. October - 28. October 2010 in Berlin, Germany

The European GMES program establishes a modern and efficient infrastructure for Earth observation and geo-information services. Also for Germany GMES creates new opportunities for National users that will benefit from European investment in GMES. The Federal Ministry of Transport, Building and Urban Development(Germany) invites interested parties from German institutions to Berlin to develop perspectives for the national use of GMES services. The language of the forum is German.

Russia: Significant yield reduction due to strong drought in Volga District

The second dekade of June began with very high air temperatures in Caucasian Districts reaching the maximum values above 36 °C. In the end of June, in Central and Volga Districts temperatures were higher than 38 °C, then the beginning of July was hot everywhere. Volga District experienced more than 12 successive days with heat wave and air temperatures above 30 °C. Precipitation in the considered period was not sufficient especially in the agricultural important Volga District. In oblasts from Volgogradskaya to Bashkortostan, a very strong drought affected the crop development and significant yield reduction is expected. Normalized Difference Vegetation Index derived from satellite images confirms unfavourable vegetation conditions in Volga District with values 25% lower than normally. The map below presents oblasts affected by drought based on the analysis of NDVI derived from MODIS data made by Space Research Institute of Russian Academy of Sciences. According to the analysis, NDVI was decreasing during last 2 weeks in the oblasts affected by drought. Crops in Caucasian District developed on average due to sufficient rainfall.

I am happy to introduce you to the 12th issue of the GMES Land User newsletter, which provides a summary of the most relevant GMES land activities over the past few months including the geoland Forum in Toulouse (Euroland, SATChMo and BioPar), the EAGLE meeting held in Lisbon, the GMES data warehouse status at ESA, as well s the EARSeL Annual Symposium 2010.

After the summer break, a new round of important land related meetings will take place, including the EIONET NRC meeting on land cover and spatial analysis, a further EAGLE group meeting, as well as the ForestSat Conference in September 2010.... more

27.07.2010 - GMES/GIO Regulation: European Parliament's first reading

15.06.2010 - Regulation on the GMES programme and its initial operations 2011-2013

The European Parliament's final draft report on the Commission proposal for a regulation on GMES programme and its initial operations 2011-2013 was unanimously approved by the Committee on Industry, Research and Energy (ITRE) on May 11, 2010. In this approved report, representing the achievement of extensive discussions between the Parliament and the Council of Ministers, MEPs included a provision of open access to all satellite data, except security sensitive data.

On June 16, 2010 the vote by the whole Parliament on the final draft report has been given.

08.06.2010 - EARSC Position Paper on Tendering and Evaluation Procedures on Operational GMES

The EARSC Position Paper on the topic of Tendering and Evaluation Procedures on Operational GMES has been distributed to EU stakeholders on June 8th, 2010.

This paper is based on the Land Network e.V. work as member of the geoland2 consortium (incl. a comprehensive background document on proven international quality / price tendering mechanisms).

The paper was distributed to the following agencies:

23.04.2010 - geoland2 and the GEOSS Common Infrastructure (GCI)

With GMES being determined as the European contribution to the Global Earth Observation System of Systems (GEOSS) it is natural to foster the embedding of GMES Core Information Systems and Services - such as those implemented by geoland2 - into the GEOSS Common Infrastructure (GCI).

Correspondingly, the geoland2 project is now participating in the 3rd Phase of the GEOSS Architecture Implementation Pilot (AIP-3). At the AIP-3 Kick-off meeting held by the Group on Earth Observation (GEO) on 11th - 12th March 2010 in Frascati,  Italy, the geoland2 project presented its plan to:

  • Register specific geoland2 services in the GEOSS Clearinghouse and provide access to the geospatial infor-mation these geoland2 services deliver via standard interoperability interfaces (Discovery, View, Download)
  • Establish further technical coordination within GEOSS and promotion of European GMES sources.

The geoland2 Spatial Data Infrastructure Team has elaborated this project plan and will carry out the necessary technical developments.

30.03.2010 - GMES Operational Capacity Workshop

A workshop on operational GMES capacities was organised by the Bulgarian Government and the GMES Bureau. It covered all GMES domains, from Land, Maritime, Atmosphere, Climate Change to Emergency and Security. The ambition was to enable regional network building on existing capacities and to link GMES with new European Union regional strategies in times of climate change (e.g. the EU Danube Strategy, Black Sea Strategy).

More than 200 participants, largely from EU-12 Member States, agreed on the “Sofia Conclusion” that underpins the GIO idea of free and open data access and strong regional integration. The aspect of “Regional Data Centres” federating GMES Services for local use was highlighted.

In our December Newsletter, we announced the official establishment of a thematic working group on Land Cover in Europe. This issue provides an overview of the topics that the working group is dealing with, as well as the formal contact established with the geoland2 EUROLAND team, providing all European Land stakeholders with the latest news on this work.

We are also taking this opportunity to highlight the role of the EARSeL Special Interest Group on “Remote Sensing of Land Use and Land Cover”, providing summaries of the Special Interest Group workshop in Bonn (November 2009), and a meeting on Land Cover Change Detection that took place in Madrid (December 2009)... more

10.02.2010 CLC2006 - Germany available for Download

Integrated in the European GMES activities, an update of CORINE Land Cover is under work in 37 European countries with the reference year 2006, coming close to the completion in most of the countries in beginning 2010. The project CLC2006 in Germany was performed by the German Remote Sensing Data Center, on behalf of the Federal Environment Agency (UBA). The update CORINE Land Cover 2006 for Germany is available since February 2010.

We have made some advancement in various activities since our last newsletter in the summer and intend to inform you in our geoland2 Land User Newsletter about the most recent and most important results.

12. - 14.05.2009 5th geoland / GMES Land User Forum, , Berlin, Germany

The 5th geoland Forum, jointly organised by geoland2 and the European Environment Agency (EEA) was held in Berlin, Germany, between 12th and 14th May 2009. The forum brought together over 170 representatives of user organisations, service providers and research institutions from 27 countries across Europe and Africa and provided an excellent opportunity for the exchange of experiences and knowledge within the GMES Land community. A keynote speech was given by Ms. Katherina Reiche, vice-chairman of the CDU / CSU Parliamentary Group with focus on Environment & Research Policies. In her speech, Ms Reiche recognised the significant contributions made by the GMES initiative for the stimulation of technological development and the strengthening of the competitiveness of European geo-information providers. Download her speech here . Over the course of the 3 days the status and progress of various projects were presented and an outlook was given on upcoming steps of the projects. In round table discussions and workshops visions for the future development of the GMES services were further developed and debated. All presentations will available for download.
